REPRESENTATIVES from member and non-member states of the United Nations (UN) as well as agencies and intergovernmental bodies conferred in Bali from October 31 to November 1 at the Fourth Intergovernmental Review (IGR) Meeting on the Implementation of the Global Programme of Action (GPA) for the Protection of the Marine Environment from Land-based Activities.
All the parties pledged their commitment in accelerating the implementation of the IGR-4 recommendations that consisted of five points. The first was to improve the mainstreaming of protection of coastal and marine ecosystems, especially from environmental threats caused by increased nutrition, wastewater, marine litter and other coastal and marine issues, including the impact on each member states' national policies.
Second, ensuring the fulfillment of the GPA Work Programme for the protection of coastal and marine ecosystems from land-based activities on national, regional and international level, for the 2018-2022 period through collaboration with related organizations and institutions.
Third, to increase capacity, transfer of technology and funding through collaboration and partnership between governments, the private sector, as well as regional and global experts on the management and protection of coastal, marine and transoceanic ecosystem, supported by research, science and technology.
Fourthly is to urge the United Nations Environment Programme (UNEP) Executive Director to coordinate GPA implementation and expand the role of the coordinating office by establishing five regional coordinator offices in Africa, Asia-Pacific, East Europe, South America and the Caribbeans, as well as West Europe and others. For Asia-Pacific, the GPA regional coordinator office will be established in Jakarta, with the city requested to chair it until the next IGR session.
And lastly, to maintain continuity and effectiveness of the GPA implementation, there is a need to retain the coordinating office with joint-support from member states through voluntary financing as well as voluntary contribution of goods. (Drd/S4-25)
IGR-4 Bahas Lima Rekomendasi
Perwakilan negara-negara anggota bersama nonanggota Perserikatan Bangsa-Bangsa dan sejumlah badan, khususnya yang terkait dengan organ antarpemerintah bertemu di Bali dari 31 Oktober hingga 1 November 2018. Mereka melakukan Pertemuan Intergovernmental Review (IGR) yang keempat tentang Implementasi Program Aksi Global untuk Perlindungan Lingkungan Laut dari Kegiatan Berbasis Lahan.
Mereka berkomitmen mempercepat pelaksanaan rekomendasi IGR-4. Ada beberapa rekomendasi. Pertama, meningkatkan pengarusutamaan perlindungan ekosistem pesisir dan laut, terutama dari ancaman lingkungan yang disebabkan peningkatan gizi, air limbah, sampah laut, serta masalah pesisir dan laut lainnya, termasuk dampak pada kebijakan nasional masing-masing negara anggota.
Kedua, memastikan pemenuhan Program Kerja Global Program of Action (GPA) untuk perlindungan ekosistem pesisir dan laut terhadap kegiatan berbasis lahan di tingkat nasional, regional, dan internasional untuk periode 2018-2022 melalui kolaborasi dengan organisasi dan institusi terkait.
Ketiga, meningkatkan kapasitas, transfer teknologi, serta pendanaan melalui kolaborasi dan kemitraan antarpemerintah, sektor swasta, dan para ahli di tingkat regional serta global dalam perlindungan sekaligus pengelolaan ekosistem pesisir, laut, dan lintas laut yang didukung penelitian, sains, dan teknologi.
Keempat, meminta Direktur Eksekutif United Nations Environment Programme (UNEP) untuk mengoordinasikan pelaksanaan GPA dan meningkatkan peran kantor koordinasi melalui pembentukan lima koordinator regional, yaitu Afrika, Asia-Pasifik, Eropa Timur, Amerika Latin dan Karibia, serta Eropa Barat, dan yang lain. Untuk kawasan Asia Pasifik, koordinator wilayah GPA akan didirikan di Jakarta dan meminta Jakarta sebagai ketua hingga sesi IGR berikutnya.
Kelima, mengingat keberlanjutan dan efektivitas pelaksanaan GPA, ada kebutuhan untuk mempertahankan pekerjaan kantor koordinasi dan didukung pembiayaan bersama negara-negara anggota melalui kontribusi sukarela serta kontribusi dalam bentuk barang. (Drd/S4-25)
